Title: Location of Violation(s): 2309 Flagler Ave Key West FL 33040 Date of violation(s): Case number 18-00000283 -March 5th, 2018 Factual basis for the charge: (case 18-00000283) Count 1: Sec. 14-37- Building permits; professional plans; display of permits; address; exceptions Count 2: Sec. 18-150-Certificate of Competency required. Code received an anonymous complaint that Rastas is bringing in lumber into this home and no permits. I (Sophia Doctoche) observed the subject business working at the home through the fence. Once the homeowner answered the door to me, the workers were gone. Both the homeowner and I could not locate them. Both Elizabeth & David (property owners) informed me that Rastas has been hired to do the work of the overhang and that it has begun. The homeowners were unaware the work required a permit. When I returned to the home with the stop work order from my vehicle, the workers were in the yard again. I was acknowledged by the worker and not allowed back in. I have placed the Stop Work Order to the gate.
