Count 1: There is garbage overflowing onto the city sidewalk and can pose health hazard. Count 2: Garbage needs to be containerized and bins can not be put out until 4 pm the day prior to pickup. Count 3: Garbage cannot be stored in an exposed manner, it is all over the ground. Count 4:  The garbage is all over the sidewalk.
