Contractor had permits only for interior work and fence. She also observed electrical and plumbing work without permits. On 9/11/14 Officer Lockyear observed that contractor removed a window and boarded up the opening at 1322 Olivia Street and applied for a permit but did not disclose it was after-the-fact work.
