Authorizing the retention of independent outside counsel to conduct an impartial, fact-finding investigation of concerns regarding the conduct of the City Manager in the performance of official duties; Establishing qualifications, selection, scope, investigative standards, and independence requirements; requiring preservation of records and prohibiting interference and retaliation; Requiring a written report to the City Commission within ninety (90) days; Authorizing an expenditure not to exceed seventy-five thousand dollars ($75,000.00) from the General Fund; Authorizing the City Attorney to execute an engagement agreement; Authorizing budget amendments as needed.
